Inclusive Implementation of SDG 4 between Ambition and Reality

Education is a key element for the participation of people with disabilities. But what about the implementation of inclusive, equal and quality education for all?

"Ensuring inclusive, equitable and quality education and promoting lifelong learning opportunities for all" is what the international community committed to in 2015 as part of the 2030 Agenda. For people with disabilities, who are too often left behind in far too many areas of society, education is of particular importance. It empowers people to improve their social, cultural, societal and economic situation. Education makes it possible to break out of the cycle of poverty and build a future with prospects. Furthermore, knowledge is a precondition for self-determined action and active participation: people who can read and write are more likely to participate effectively in social processes and are able to claim their personal rights. Education is the prerequisite for people to be able to develop their potential. And by the way: an education that includes everyone has greater benefits for the economy and society!

Yet despite the right to education, people with disabilities in countries of the Global South are often still largely excluded and disadvantaged from it. It is estimated that in low- and middle-income countries, half of children with disabilities of primary and secondary school age are not in school. Beyond this, however, much is uncertain. In particular, there is little information on the inclusion of people with disabilities in early childhood, vocational and tertiary education and lifelong learning.

The project "All Means All - inclusive implementation of SDG 4 between aspiration and reality" deals with the educational situation of persons with disabilities in the Global South. The focus is on the question of how the information and data situation can be improved. For an inclusive implementation of SDG 4, information and awareness raising are needed, as well as scientific foundations and empirical findings. Only then can measures be taken and adapted to achieve SDG 4.
